Establishing Public Health Ethics related to Disclose Information for Controlling Epidemics on 2015 MERS epidemics in Korea

Abstract

|
The control of infectious outbreaks challenges inevitably the ethic issues associated with protection of individual rights versus security of public health. Especially surveillance, confinement and paternalism could make the limits of privacy, liberty, and autonomy, respectively. There were two events related to open the hospital names and individual information to the pubic during Korean Middle East Respiratory Syndrome (MERS) outbreak, 2015. Author evaluated them by the Faden-Shebaya framework, the Precautionary principle, and the Siracusa principle. The lesson was that 3 E ? evidence, effectiveness and ethics ? should be ensured for acting under scientific uncertainty. To prepare a public health crisis in near future, an ethical framework to guide decision-making should be needed.
